Combine the crushed fennel seeds, ginger and water in a saucepan and bring to a boil. Boil hard for about 2 - 3 minutes, then turn off the heat and let the tea steep for 10 - 15 minutes.
Strain, discarding the solids. Reheat and serve with honey or sugar to taste.
